Yes but you're thinking of a different character. He means the man on a horse that gets shot right before the credits roll.

Now was it him who was whistling to himself or the person off screen that shoots him?
Plus, is the person off screen that shoots supposed to be Clint or is that open to interpretation?

The shooter was also the whistler. But was it Eastwood? No idea.

according to Frayling, as soon as the unseen man strikes the match, that's meant to tell you it is TMWNN... also, Frayling says that it was actually Leone's voice doing the whistling

Whatever it was he was whistling, it didn't sound very tuneful......lol

well Frayling has said that Leone was almost tone deaf... so I guess that would fit  ;)

Leone himself was the whistler. The scene simply illustrated my tagline which appeared on screen at that point.

You think you're in the clear and you're just riding along, whistling tunelessly to yourself and then the bounty hunter gets you.
