I was reading a Batman adventure of Jan. 1942 featuring the second appearance ever of the Penguin. Well, he does the same scam of consigning a wanted man to the law for the reward and afterwards freeing his accomplice. Batman defines it "a twist on the old reward scheme", still I wonder where the whole shenanigan originated and which one was the source for both Bob Kane and Leone.
