Cheapie as can be, looks like a prolonged telefilm. The plot would be interesting (a vague inspiration for the GBU scam?)  but toward the end all the contradictions emerge making it look moronic: i.e., the gang thrives on rewards on members forcefully coopted but when discovers one of two is a detective it doesn't simply solve the problem by killing both of them but takes pains trying to make him come in the open with easily predictable disastrous results. The real gang boss identity is quite clear to everybody except the detectives. And the intruding, annoying narrative voice adds to the cheapness of it all. 5\10

that narration seemed to be striving for a DRAGNET feel -like they wanted people to think this was a cop story not a Western

The most important point, though, is that the movie was (incredibly) distributed theatrically in Italy. So it's possible that Leone saw it.
