I believe Wallach has mentioned that he did that specifically as a joke about Leone who actually did wear a belt and suspenders.

As to Fonda's line in OUATITW: that's taken from Kirk Douglas' similar line in Ace in the Hole (which is, so far as I know, the only non-Western reference in OUATITW)
