Filming in Spain or somewhere else in Europe or in Mexico was and is always cheaper than shooting films in Hollywood. And don't forget that also some US directors started shooting their US westerns in Spain.

I remember on the bonus features of one of the dvd's, one of the Leone collaborators  said that filming in Spain cost 25% as much as filming in Italy would have cost. I don't recall if he was talking specifically about the crew-members' salaries, or maybe the supporting cast salaries; I'd have to watch that piece on the dvd again. But I very specifically remember him saying that the cost of something in Spain was 25% of the cost in Italy. (And God knows how much more expensive it would have been to do so in Hollywood!)
