I haven't really figured this out.

Some people say it was the syndicate/Mafia (Joe Pesci's gang) who did the bank heist shooting because of Max's request.

But Noodles called to the police so it would be natural if the cops killed them. What do you think, have I missed something here?

It is clear to me that the cops killed the band, during a shooting.

But on the other hand there is a Max connection IN the police. How can you explain, otherwise, the fact that Max body was replaced?

 I think, it's a shame that the bank attack is not in the movie. We only see the results, the characters speak about it before it happens, but we don't see it. The film is a little obscure about it.

But the Fed Reserve heist never happened.  They were killed in the "last" liquor run.

That's right, the last liquor run was set up by Max to facilitate his "retirement" and eliminate his partners. Perhaps he had police help on this, but it wouldn't necessarily have had to be so. Max could have arranged to have a dead body on hand (was he still operating his mortician's front?) and then made sure that a fire fight ensued when the cops closed in. He must have had his escape worked out, and when the police announced themselves he could have made sure no one would surrender by firing the first shot himself. He ducks out, maybe even lighting off the "liquor" so that it would explode, everybody dies, the disfigured body left behind is erroneously IDed and Max is free and clear. Would have taken a lot of doing, but he could have managed it (just) all on his own.
