Eastwood, but I might change my mind later, it depends on which movie I've watched recently.

same here, and I just watched cross of iron... anyway i guess why i keep voting against eastwood is because of the word cool... i just don't see him as cool... he's a hardass, but coburn is cool... he is a bit lanky though, between cross of iron and pat garrett he's hard to beat though.

What is so good about Samuel Potts in MD is Coburn's delivery, which seems so simple, but he brings that character to life.  I think my favorite Potts line is his address to the Col. Tremaine, the French officer.

Samuel Potts: I am Samuel Potts, I bring complements of Major Amos Dundee, regular, United States cavalry. You have five minutes to surrender your troops and your stores before he cuts loose.
Capt. Jacques Tremaine: [putting on his dress coat as he speaks] He would not dare. This is a horrendous violation of international law, and an unprovoked confrontation with a friendly power...
Samuel Potts: Sonny, the Major ain't no lawyer. And you've now got four minutes.

I also like Coburn's role in the deleted scene at the end that reveals Riago's fate and his line soon after "You boys looking for a fight? Well, I got one for ya!"
