It's still porn even if it's "censored" (digital mosaic overlaying genitalia), because it is real sex being shown. The only way you could argue it isn't porn is if the "actors" are simulating sex, but (from what, ahem, I've been told) they aren't. Yes, there is something called ura video, which, I take from your comment, is porn without the digital mosaic. Well, then, there are two kinds of porn in Japan, legal and illegal, but they are both porn (graphy is "depiction of," and the Greek pornia can be translated "fornication" or "illicit sexual act"). The Japanese government has its game it plays, but no one is deceived.

But can anime ever be porn, really? Hmm, I find that more of a vexing question.......

Ttue. Whether or not it's censored, as long as it has a pornographic nature, it's considered as a pornography. When I said "pornography is prohibited in Japan," I referred to unsensored  materials (either printed matters or films or videos) that show actual sex and genitals. They are called hardcore and simulated erotica is called softcore porn (isn't it the same here too?).

Sexuality as a culture is twisted in Japan. Nearly 150 years (maybe even longer), pornography (I mean hardcore) has been prohibited. As a result, it created a hugnry mass among sex proletariart. They are hungry for sex in media. That's why Japanese comic magazines publish aggressive and provocative sex comics and it has been a long time big phenomenon which is unique to Japan.

Also, during 70's, one of the major studios, Nikkatsu produced a line of pornographic films called "Nikkatsu Roman Porno." Nikkatsu wanted to regain Japanese audience to save their declining business. And this became a big phenomenon as well. Strangely enough, this "Nikkatsu Roman Porno" produced a group of extraordinary directors and their works are highly acclaimed. In fact some of Nikkatsu Roman Porno films were comepetitive enough to race with other non-pornographic films. Beliieve it or not, one of the popular actresses of Nikkatsu Roman Porno won the best actress award in a competition run by Kinema Junpo, a famous and the most serious Japanese film critique magazine.

But this could happen all because Nikkatsu Roman Porno was a softcore porn and the weight was more on drama. Now, time has changed. It's a tme for AV (Adult Video). The demand is on hardcore whether it's covered with mosaic or not. Erotic comic generation started watching erotic cartoon videos that involve cute young girl characters. This penomenon created a group of people with a psychological state called Lolita Complex (pedophilia) and lead to gruesom killings of young girls.

So you can tell there's rather an unhealthy issue related sexuality lying in the society of Japan. Legalizing pornography might solve some of the problems but repressed and twisted sexual expression has been so traumatic for such a long time to heel.
