At Lionel Stander's trailside trading post in Monunent Valley in the sequence right before Cheyene arrives they show the interior and among the various furnishings (bar, barn, etc.), and uses we see a blacksmith working. Now would it not have been much easier for Cheyene to just have the smith chisel off his hand cuffs? The shooting of the chain is dramatic of course, but he still has the bracelets on each wrist.

Sure, and Tuco also had a handcuff on his wrist.  We don't know how Tuco got his handcuff off, how he got his gun, etc., but we don't need to know every detail.  We don't know how Angel Eyes got high position at prison camp either.

My point was that he should have just had the smith chisel it all off, it was a very obvious solution to the problem.

With Tuco & Angel Eyes. you're right ,we don't need to know we can just surmise some plausible explanation

Now that is a good question.  I've always chalked it up to the little games that some of Leone's characters display.  
Mr. Morton playing cards with $100 bills
Harmonica holstering his gun to tell Frank the time of day.
Cheyenne making the dude shoot the chain.
Playing musical watch before a gunfight in other movies.
Scratching the hunchback to see what  he'll do.
Pretending to hang Tuco at the end of GBU.
Many others, but to me it was Leone's way of illustrating the little quirks in all of us.

We don't know how Angel Eyes got high position at prison camp either.
We do if we watch the restored GBU (or deleted scene on the DVD)!  Tongue
