It sounds like a reserved, back-handed complement at best to me. But then Crowther was a grumpy old fart who hated everything but Citizen Kane (and Cleopatra apparently), so maybe that's the ultimate praise coming from him.

Yes, but still he concedes to Leone the fact that he's a great storyteller, at the same time indirectly criticizing the melodramatic stuff that Hollywood was churning out at the time. Not many critics were ready to concede even that.

Actually, it wasn't exactly a secret that the Hollywood Western at least was on death's door at the time FOD came out. Pauline Kael wrote a length article about the Death of the Western shortly before FOD came out. It's good Crowther thought Leone might have been better than the washed-up hacks running the Western genre in the US at the time, but that's not exactly a unique observation by a critic.
