This ought to be the first Zapata western, actually. An american gunman is called to Mexico by a rich owner to kill some local doctor who is a zapatist. The would-be killer resigns from the enterprise and sides with Sancho, a local bandit with whom he steals money from the rich mexican to give to the revolution. But...
As you see, the plot is quite out of line with the trends working at the time, though visually is not up to later example of the genre. But Sancho, at least for me, is a sure must-see anyway. So I give it 6\10.

The film was made in 66. 
At least these dates are not in every source the same, as some prefer the year of release others the year of production.

La resa dei conti is also given mostly (always?) with 66, but was released in early 67.

Yes, I think Quien sabe! could be called the 1st.

But before there were already Robert Hossein's fascinating The Taste of Violence, a french film which is not a western, but which can easily be compared to all these later revolution westerns, as there are lots of similar motives.
Another french non-western forerunner was Louis Malle's intelectual comedy Viva Maria.

Well, if you like, both, which are set somewhere in South- or Middle America (but not in Mexico), can be named as half-westerns, but on the other hand Damiani was also not to keen on calling his film a western.
So it remains a matter of definition.

I would think to reference even ealier Eisenstein's "ĦQue viva Mexico!" (1932), Wallace Beery's "Viva Villa!" (1934)  then Brando's Viva Zapata! (1952), before the Spaghetti Zapatas.
