We know that Frank has killed Dave Jenkins, Calder Benson, Jim Cooper and Chuck Youngblood.  How does Harmonica know these names and why are they special to him?  Could they have been the four men who were with Frank at the arch? 

Harmonica must have tracked all five of the men who killed his brother.  Did he find that the other four had all been killed off by Frank.  Knowing their names, he quoted them to Frank, possibly to spook him, as Frank would recall that those four were with him at the hanging.

That's possible, but I always thought those men were more like friends/companions of Harmonica and/or his brother.

Former friends, maybe, but they were helping Frank to hang Harmonica's brother.  Moving the story along, these four and Frank must have rode away and left Harmonica to bury his brother.  Harmonica must have spent years tracking them down.
