I note that many of those listed, although they may have film credits, did most or a lot of their work for TV. I think the Academy has a very strong bias against "small screen" actors.

I'm not sure I'd go that far. After all, the name of the body is the Academy of Motion Pictures Arts and Sciences, and TV isn't in their purview. Actors may work in both mediums, but when the academy recognizes an actor for his or her work it's for their big screen efforts.

Let's take an example from the list: Val Avery. He was in Last Train From Gun Hill, The Magnificent Seven, Hud, The Killing of a Chinese Bookie, Vanishing Point, and so on, but always in bit parts. He did bit parts in TV, too, but he did so much work in TV that that is where I remember seeing him mostly. I think of him as a TV actor. Now, the Academy can't every year recognize everyone who has ever been in a motion picture who died. They have to make choices due to time and space limitations. That might mean not recognizing very well known people who are only well known because of their TV careers. The lines of demarcation have to be respected, or the whole exercise becomes impossible.

Yeah, they should have remembered him for his Altman films, but he was probably best known, again,  for his TV work.
